It's condensation, the same thing that beads on a cold glass in summer. Your flex ducts carry chilled air, the crawl space is full of warm, humid ground air, and where the two meet on the duct's cold surface the moisture in that air turns to water and drips. The ducts aren't leaking — the air around them is giving up its water.

It won't dry out while the humidity is there. The constant drip soaks the subfloor insulation, keeps the vapor barrier wet, and creates the damp, dark conditions that let mold spores multiply. Because these are supply ducts, air moving past that dampness can carry spores straight up into the rooms above.

It takes three things working together, because sealing the ducts without drying the space only moves the problem. We address all three on the same project:

• HEPA-extract and clean the flex ducts.
• Seal the joints and connections with mastic so the cold air stays inside the duct instead of chilling the outer surface.
• Bring the crawl space humidity under control so warm, damp air isn't hitting the ducts in the first place.

Very likely. Sweating ducts usually mean cold air is escaping at unsealed joints and that damp insulation above them has stopped doing its job, so your system runs longer to hold temperature. Sealing the ducts and drying the space tends to help the floors above feel more consistent.
